July arrives with the entry into force of the new roaming regulation.
Roaming is the utility of networks and operators that allows you to use the mobile (both data and voice) when you are abroad and, in some cases, it can incur associated costs.
Last 30 June, the former roaming regulation expired, and it was replaced by a new roaming regulation that entered into force on 1 July 2022.
This post is about ...
Main changes of the new regulation.
Free roaming in the EU.
Since 2017, this feature or service has had no cost within the EU. With the entry into force of this new regulation, this will remain until 2032. Therefore, operators cannot apply costs to bills when people talk or browse the Internet in the European Union or any of the partner countries (Iceland, Norway and Liechtenstein).
After Brexit, each operator can decide if roaming is free or not in the United Kingdom. For example, Movistar and O2 have confirmed they will keep it free.
Tariff reduction between operators.
Controlling market prices by reducing wholesale roaming charges, indicating the maximum value operators can bill each other for voice, SMS and data minutes.
Transparency for users.
Drafting of new transparency measures for the customers of each operator with respect to the quality of the service that they will receive, possible additional costs for using value-added services (for example, calling numbers that are neither fixed nor mobile), and access to emergency services or receipt of public alerts in the visited country.
User protection.
Users are protected against high bills caused by inadvertent roaming on non-terrestrial public mobile networks, for example, when on board an aircraft.
Same quality of service.
Provision of roaming services in the EU with the same quality of service (QoS) as in the country of origin, as long as it is ‘technically feasible’.
