The reason why SkypeOut will become an operator.
Microsoft’s move is motivated by the disciplinary proceedings started by the Spanish National Commission on Markets and Competition (CNMC) against the company some weeks ago since they offered calls to mobiles and landlines through their SkypeOut service without being filed in the Register of Operators.
Once the proceedings started, the CNMC gave Microsoft a deadline of five business days as of June 1, to register as an operator. Otherwise, SkypeOut would have to stop providing its service in Spain immediately.
For Microsoft, this is not new.
About a year ago, the Court of Justice of the European Union (CJEU) concluded that SkypeOut can be considered as a telecommunications operator for the paid functionality they offer to make calls to landlines and mobile phones.
Which services does SkypeOut provide?
They mainly provide call services to landlines and mobile phones to Skype users, with the particularity of making calls to users who do not use the application, that is, calling to landlines or mobile phones via Skype.
For companies, calls are included in Microsoft Teams (former Skype for Companies).
In both cases, call plans are subject to minute packages per destination.
